Joseph Foster et al. CORRECTED OPINION AND ORDER This civil rights action implicates a party’s standing to challenge a recently-enacted law prior to its enforcement. The plaintiffs allege that they engage in peaceful expressive activities1 outside of clinics that provide abortion services in New Hampshire. A recently-enacted New Hampshire law permits such clinics to create so-called “buffer zones” around the clinic entrances.
