A determination of the questions presented in these cases requires the construction of the provisions of Section 4785-70, General Code. The facts are not in dispute.

Harry J. Thompson, the relator in the first action, endeavored to qualify as a candidate for county representative. He is a qualified elector of Montgomery county, Ohio.
