Eileen Tubbesing brought this action under 42 U.S.C. § 1983 (1982) against the members of the Board of Election Commissioners of St. Louis County, Missouri, alleging that she had a constitutionally protected property interest in her employment with the Board. Tubbesing claimed that she was deprived of this property interest without due process when the Board terminated her.
