*391 ¶ 1 At issue in this appeal is the meaning of section 3-107(b) of the Local Governmental and Governmental Employees Tort Immunity Act (Act) ( 745 ILCS 10/3-107(b) (West 2012)). The plaintiff filed a complaint at law in the circuit court of Lake County against the County of Lake (County) and the city of Highland Park (City) for personal injuries arising out of a bicycling accident on the Skokie Valley Bike Path.
