¶1 TT Properties (TTP) appeals a summary judgment dismissal of its takings claim against the City of Tacoma involving two parcels of real property. It argues that the superior court erred by granting summary judgment because there are genuine issues of material fact about whether the City’s actions constituted a per se or otherwise compensable taking. The City argues that even if there were a compensable taking, the City was not the liable actor.
