This refusal-to-bargain case arose out of a merger between two locals of the International Typographical Union (ITU). In late 1985, the composing room employees of the News /Sun Sentinel Company (the Company) elected by a vote of 115 to 32 to merge the collective bargaining unit that had represented them for over 30 years, Local 895, into Local 430, after negotiations for a new agreement with the Company had reached an impasse. 1 The Company denied Local 430’s subsequent request for bargaining,…
