This is an action against J. Sargeant Reynolds Community College and two of its employees and the Commonwealth of Virginia. Plaintiff claims that she was told in school brochures and by the individual defendants that, by following a certain course of study at Reynolds, she would qualify to take the Ophthalmic Assistant Certification Examination administered by the Joint Commission on Allied Health Personnel in Ophthalmology (“ JCAHPO” ).
