The Secretary of Agriculture of Puerto Rico (“the Secretary”) appeals from a default judgment entered against him by the district court, and from the court’s denial of a Rule 60(b) motion, Fed.R.Civ.P. 60. Plaintiff-appellee Aurelio Echevarria Gonzalez (“Echevarria”) brought this action alleging that he had been fired from his position in the Puerto Rico Department of Agriculture (“the Department”) because of his political affiliation.
