This civil action is another in a long series of constitutional challenges to state and local legislation outlawing the manufacture, distribution and use of drug paraphernalia. 1 Within the past several years, many different communities throughout the United States have become concerned that the unrestricted sale of drug paraphernalia glamorizes and promotes the use and abuse of illegal drugs both by adults and children.
