This matter is presently before the court on the plaintiffs’ motion for *433temporary restraining order and preliminary injunction and their complaint in equity in which they request the court to direct that the defendant be temporarily, preliminarily and permanently enjoined from placing on the November 5,1991, general election ballot question 1 of the non-binding referendum proposed by the County Commissioners. A hearing was held and we are now prepared to dispose of the matter in its entirety.
