The appellant states the question involved to he: “Is the city treasurer of a city of the third class, elected after May 18, 1911, entitled, by virtue of his office, under Act of June 20, 1901, P. L. 578, to collect school taxes in the school district of said city, being a school district of the second class under the School Code approved May 18,1911, P. L. 309?”
