MATHESON, Circuit Judge.

I. INTRODUCTION

Ramon Vasquez-Alcarez pleaded guilty to illegal reentry into the United States after deportation following a conviction for an aggravated felony in violation of 8 U.S.C. § 1326(a) and (b)(2). His sentence of 27 months’ incarceration fell at the low end of the Sentencing Guidelines range. This range reflected a 12-level enhancement because Mr. Vasquez-Alcarez had been convicted of cocaine trafficking in 1995.
