Seena Rose (Respondent) is a 59-year-old artist who has lived and worked in the same New York City apartment for 25 years. The Commissioner of Social Services of the City of New York (Commissioner) brought this proceeding to appoint a conservator of Respondent’s property pursuant to article 77 of the Mental Hygiene Law after she fell behind in her rent and utility payments.
