We granted certiorari in this case to determine whether the City Council of College Park is prohibited from conducting any closed meetings under the Municipal Charter of *576College Park and the Maryland Sunshine Law, Maryland Code (1984, 1986 Cum.Supp.), State Government §§ 10-501 —510.1
