In February, 1980, the defendant Planned Parenthood League of Massachusetts, Inc., applied to the Department of Public Health for a license under G. L. c. Ill, § 51, to operate a “reproductive health care clinic,” with first trimester abortion facilities, in Worcester County. The application was opposed by several groups, including the plaintiffs, who are ten or more taxpayers residing in Worcester.
