OPINION

Sommer, C.J.

The Claimant seeks $75,000 in damages from the State for injuries he sustained when he was struck by a motor vehicle.

On September 3, 1985, Claimant alleges that Respondent was the owner of a food service truck and was negligent in double-parking its van in a no-parking zone, thus causing Claimant’s view to be obstructed, which resulted in his inability to see an approaching vehicle which struck him while on his bicycle. Claimant further alleges that the aforesaid negligent act of the Respondent was the direct and proximate cause of his personal injuries and pecuniary damage.
