This appeal concerns an action and counter-claim to quiet title in certain real property adjacent to the Kootenai County Courthouse. The plaintiff-appellant, Worley Highway District (hereinafter “district”), instituted this action asking the district court for a declaration as to who was entitled to the property in question.
