This local property tax matter involves the following interrelated issues: 1) whether the amount of delinquency interest and penalty payable for a tax year must be recalculated when the taxes for the year are reduced as a result of an assessment appeal, and 2) if so, whether the interest and penalty attributable to excess taxes paid for the tax year may be credited against taxes, interest, and penalty obligations for the following year.
