Respondent Michigan Department of Commerce, Board of Medicine, issued an administrative complaint against petitioner Thomas G. Hicks, M.D., seeking the suspension of his license to practice medicine. Following an administrative hearing, respondent voted to adopt the findings of fact and conclusions of law in the hearing officer’s proposal for decision and subsequently issued a final order suspending petitioner’s medical license for a period of six months and one day and fining him $5,000.
