This lawsuit, premised on § 2 et seq., of the Voting Rights Act of 1965, as amended, 42 U.S.C.A. § 1973 et seq., is again before the court, this time on the plaintiffs’ motion to alter or amend, etc., filed June 20, 1988. For reasons that follow, the motion should be granted.

In a memorandum opinion and judgment entered in this case on June 6, 1988, this court required that the Baldwin County Commission implement a new, seven single-member districting plan this year. See Dillard v. Baldwin County Commission, 694 F.Supp. 836 (M.D.Ala.1988). The new plan is…
