Mowbray, J.:

This is a proceeding in mandamus brought for the purpose of testing the constitutionality of the reapportionment statute enacted by the Nevada Legislature in 1965 pursuant to the order of the United States District Court for the District of Nevada.

In compliance with the federal court order, the Nevada Legislature in special session provided for the election of both houses from districts fashioned according to population. This especially affected the Senate, which up to that time had consisted of one member from each county. The reapportionment act 2 therefore…
