OPINION

LARSEN, Justice.

On June 29, 1976, appellee, the Board of Directors of the Riverside School District [hereinafter Board], voted to eliminate several teaching positions for the 1976-77 school year, due to a substantial decrease in student enrollment in the district. On July 22, 1976, the district superintendent notified appellants, Jule Carmody and Kathleen Holmes, that they were suspended.
