CHAGARES, Circuit Judge.

Bin Lin (Bin) petitions for review of a final order of removal issued by the Board of Immigration Appeals (BIA). After unlawfully entering the country and being placed in removal proceedings, Bin applied for asylum, withholding of removal, and protection under the Convention Against Torture (CAT). He grounded these claims on his alleged arrests and abuse in China for engaging in a spiritual-meditative practice called Falun Gong.
