The development of the facts in the instant matter has made adjudicating the same a great challenge and an even greater responsibility. At issue here is the education of a fourteen (.14) year-old girl, Co-plaintiff Arianna M. Zayas-Frontera (herein “Arianna”), who, as a result of suffering a series of epilepsy attacks during her childhood, sustained frontal lobe damage and has been subsequently diagnosed with specific learning disabilities which have greatly affected her educational, emotional and social development.
