Memorandum: Supreme Court properly denied the petition of Allstate Insurance Company (Allstate) seeking a permanent stay of a loss transfer arbitration proceeding instituted by respondent, Travelers Property Casualty Insurance Company (Travelers), pursuant to Insurance Law § 5105.
