Appellants, Whitehall Manor, Inc. (Whitehall), and Linden 515 LP (Linden), filed a notice of appeal to this court from a decision of the City of Allentown Planning Commission (Commission). The decision was announced at a meeting of the Commission on March 13,2012, and it was explained in an approval letter dated March 14, 2012. In the decision, the Commission approved apian for commercial development in downtown Allentown submitted by the Allentown Commercial and Industrial Development Authority (ACIDA).
