This consolidated action is before the Court on plaintiffs’ (Gold Star Co. Ltd., et al., and Samsung Electronics Co., Ltd., et al.) (hereinafter “Gold Star” and “Samsung” respectively) motion for summary judgment on the administrative record pursuant to Rule 56.1 of the Rules of this Court. Plaintiffs challenge the legality of the Department of Commerce, International Trade Administration’s (“ITA” or “Commerce”) scope clarification ruling.
