Petitioner (Danmark) seeks review of a Department of Justice (department) order relating to a publishing contract between petitioner and Elizabeth Diane Downs. It asserts that the order exceeded department’s authority. We reverse.

Downs was convicted of the murder of her daughter and the attempted murder and assault in the third degree of her two other children. She entered into a written contract with Danmark for publication of a book that she wrote about the incident.
