BOWMAN, Chief Judge.

Craig O. Copley appeals from the judgment of the District Court dismissing his petition for a writ of habeas corpus. We dismiss the appeal.

Copley originally was charged in 1988 in the United States District Court for the Northern District of New York with mailing threatening communications to and threatening the life of the President. Copley was committed to the United States Medical Center for Federal Prisoners (Federal Medical Center or FMC) in Springfield, Missouri, for an evaluation of his competence.
