MEMORANDUM

DAVIS, District Judge.

In this lawsuit, plaintiff David Wilson • McKeel alleges that he contracted a disabling pulmonary condition — bronchiolitis—as a result of his exposure to polycholorinated byphenyls (“PCBs”) 1 while he was work ing as a sheet-metal worker in a government building located at the United States Army’s Aberdeen Proving Ground, in Aberdeen, Maryland (“Army”). McKeel has sued the United States of America (“the government”) under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 2671, et seq.
