The plaintiff, Lisa L. Petrillo,3 opposed the proposal of her neighbors (the Murphys) to build a new single family home on their land, which is partially in Cohasset and partially in Scituate. The Cohasset building inspector denied the Murphys’ application for a building permit because of uncertainty whether the Scituate land could be combined with the Cohasset land for zoning purposes, so that the resulting lot would meet the 35,000 square foot minimum lot size requirement of the Cohasset zoning bylaw (Cohasset bylaw).
