The plaintiff, Western Bond & Mortgage Company, a corporation duly organized and existing under and by virtue of the laws of this state, commenced these proceedings against defendant, the corporation commissioner of the State of Oregon, by petition filed in this court praying that an alternative writ of mandamus be directed to the defendant, commanding him, as such commissioner, to issue a permit authorizing it to issue and sell installment bonds or show cause for not having done so.
