Cowboy Trucking (“Cowboy”), a certificate of public convenience and necessity to transport food and related products between points in Texas, Tennessee, Alabama, Georgia, and Florida. The petitioners, RTC Transportation, Inc. (“RTC”) (formerly Refrigerated Transport Company, Inc.) and its subsidiary Coastal Transport & Trading Co.
