I. Introduction
This matter is presently before the Court on Plaintiffs motion for a temporary *675restraining order and/or preliminary injunction (Dkt. 3) and Defendants’ motion to dismiss (Dkt. 20). For the reasons set forth below, the Court grants Plaintiffs motion and denies Defendants’ motion.
