Jerome Randolph, a pro se plaintiff, received a dishonorable discharge from the U.S. Navy following a court-martial conviction. Mr. Randolph seeks review and reversal of the decision of the Board of Correction for Naval Records (“BCNR”) not to upgrade his discharge status to honorable.
