Joseph Liguori, a Cook Foreman at the United States Military Academy at West Point (“USMA”) brings this suit to challenge certain personnel actions taken by officials of USMA, the Department of the Army (“DA”), and the United States Civil Service Commission (“CSC”) that affected him adversely.
