I.INTRODUCTION
Interests of life, liberty, and property are protected by Amendment XIV to the United States Constitution. A person may not be deprived of those interests without due process of law. U.S. Const.Amendment XIV. Petitioner Leon R. Thomas (“Thomas”) is an inmate at the Indiana State Prison. On November 1, 1993 an offender by the name of Jones, •# 852411 was stabbed by another inmate.
