Geraldine L. Stillwell seeks review of the March 11, 1994 decision of the United States Court of Veterans Appeals, Stillwell v. Brown, 6 Vet.App. 291, which denied her application for an award of attorney fees and expenses under the Equal Access to Justice Act (EAJA), 28 U.S.C. § 2412 (1988 & Supp. IV 1992).
