The important and controlling question in this case is a narrow one, and is easily determined. It involves the interpretation of the charter of Monongahela city, which was incorporated by an act of the legislature, approved March 24, 1873.
The select and common councils of Monongahela city, assembled in joint session on June 22, 1909, passed an ordinance authorizing and directing the proper officers of the city to enter into a contract with the West Penn Electric Company providing for the lighting of the streets, highways and public places of the city, for a…
