This case comes before us pursuant to exceptions filed by plaintiff, Linda M. Louwerse, from the findings and recommendations of hearing officer, Samuel A. Kline, Esq. After extensive testimony, cross examination and documentary evidence the hearing officer dismissed the petition because plaintiff failed to show a substantial change in circumstances since a prior adjudication by this court on May 18, 1983. Plaintiff excepts on the grounds that the hearing officer abused his discretion by not considering evidence of the family’s changed circumstances since February 23, 1977.…
