Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Albany County) to review a determination of respondent Comptroller which denied petitioner’s request to, inter alia, change her deceased mother’s election of retirement benefits.

Petitioner is the daughter and option beneficiary of Bessie Worrell, who was a member of respondent State and Local Employees’ Retirement System (hereinafter the System).
