MEMORANDUM OF DECISION
The plaintiff, Vineyard Construction Management Corporation (Vineyard), appeals a decision by the defendant, the planning and zoning commission of the town of Trumbull (the commission), approving with modifications the defendant Mutual Housing Authority's (MHA) site plan application under Connecticut's Affordable Housing Act and Trumbull's zoning regulations.
