This case involves the construction of section 1, c. 60, Sess. Laws 1911, which act provides, in substance, that the clerk of the district court shall receive as salary, in counties having a population in excess of 7,000 and not to exceed 10,000, the sum of $1,300 per annum, and in addition to the foregoing, he shall receive the sum of $50 for each additional 1,000 inhabitants up to 20,000 inhabitants.
