Under a special assessment proceeding filed in the county court of Cook county the board of local improvements of the village of Homewood on October 25, 1926, entered into a written contract with the Blackhawk Construction Company for a sewer system, consisting of a disposal plant, a 24-inch outlet about one mile long and lateral drains about thirty-four miles long, at a total cost of almost $500,000.
