Plaintiff insurance carrier, Charter Oak Fire Insurance Company (“Charter Oak”), brings this declaratory judgment action against Defendants Fleet Building Maintenance Inc. (“Fleet”), Skanska USA Building, Inc. (“Skanska”), and Aleksandr Lashkov and Victoria Lashkov (collectively, the “Lashkovs”).
