This matter is before the Court on remand from the Fourth Circuit Court of Appeals to consider whether, in light of Parratt v. Taylor, 451 U.S. 527, 101 S.Ct. 1908, 68 L.Ed.2d 420 (1981), the Commonwealth of Virginia provides a remedy for the property loss plaintiff asserts and, if so, whether the remedy provided satisfies procedural due process requirements.
