While the petitioners in this diversity case present several questions, the sole one decided is whether the Labor Management Relations Act of 19471 applies to a *139controversy involving damages resulting from the picketing of a foreign ship operated entirely by foreign seamen under foreign articles while the vessel is temporarily in an American port. We decide that it does not, and therefore do not reach other questions raised by the parties.
