Telephone Cooperative appeals from the circuit court’s affirmance of the Public Utilities Commission’s decision setting a new service area. We affirm.

FACTS

Interstate Telephone Cooperative (ITC), formerly Brookmgs-Lake Telephone Company, offers telecommunications services within service areas defined by the South Dakota Public Utilities Commission (PUC).
