MEMORANDUM OPINION AND ORDER

Plaintiff Continental Insurance Company (“Continental”) brought this declaratory judgment action to resolve an insurance coverage dispute arising out of a policy issued by the plaintiff to Computer Sciences Corporation, the parent company to DynCorp International (“DynCorp”), to provide workers’ compensation insurance under the Defense Base Act (the “DBA”), 42 U.S.C. § 1651 et seq.
