This claim seeks a refund of premiums paid to the State Insurance Fund (Fund). On October 4, 1974, claimant secured a policy of workers’ compensation and employers’ liability insurance from the fund in connection with the commence*363ment of a tank cleaning business. Claimant paid an estimated deposit premium of $615 to cover the period from October 4, 1974 to October 4, 1975.
